The Speaker's Brief - a work contract so generous, you might say, that you could fly a helicopter through it - is a secret.

It has been so since June, 2013, when the departments and office holders who run Parliament House became protected species, excluded by legislation from the reach of the Freedom of Information Act.

Labor can't complain - the permanent black-out was imposed two days after Kevin Rudd got his second, and brief, period as prime minister.

Still, it was supported by both major parties, with the Liberal's Mrs Bronwyn Bishop arguing stridently in favour.

The result was that when Mrs Bishop became Speaker of the 44th parliament a few months later, requests for sightings of the Speaker's Brief that were presented to her were in vain, and remain so.

Those wanting to know what might constitute a Speaker's written work conditions have to go back to the Speaker's Brief presented to Peter Slipper in November, 2011.

You'd imagine it hasn't changed much, if at all.

It remains available in the far reaches of the internet, even though the 2013 legislation declares, in Kafkaesque fashion, that the Freedom of Information Act is "taken not to apply and not to have ever applied to the parliamentary departments and persons who hold, or perform duties of, an office established under the Parliamentary Service Act".

The so-called brief for Slipper, which runs to around 100 pages, began with a long section on the Speaker's role, and only got to the luxe stuff in Section 2.

"The Speaker's suite consists of offices for you and your staff and includes formal rooms and two courtyards for use in hosting official functions," it declared. "In the formal rooms the suite has purpose-designed furniture, some of which is classified as artworks, such as the dining table."

Within a few pages, it revealed a section headlined Travel, which began with the news that a Speaker can have in Canberra both a "self-drive vehicle", complete with fuel and mechanical servicing, and - because the Department of the House of Representatives would get hit with Fringe Benefits Tax if the car was garaged for the night at the Speaker's residence - the choice of a Comcar and driver to travel between the House and the residence.

The "brief" then got down to the serious business of travel allowance - and made clear it wasn't clear at all.

"Travelling allowance is payable to the Speaker for each overnight stay in a place other than home base in accordance with Part 2 of Remuneration Tribunal Determination Number 16 of 2011," it began.

"Under paragraph 3.8(b) travelling allowance is payable when the stay is occasioned primarily by official business as the Speaker of the House of Representatives."

And then the brief offered what could be interpreted as a marvellously attractive wink.

"The determination does not define official business," it said. Or helicopters, as it happens. Thus could Mrs Bishop - and before her, other Speakers - argue that their more exotic travels were "within the rules". Of course they were: the rules were breezier than Waverley Park.

Having advised there was no definition for a Speaker's official business while travelling the country, the brief mentioned, hazily, "however, Members and Senators are restricted in the receipt of benefits in relation to party business, for travel and postage purposes."

It got more delicious regarding overseas travel.

"There are additional overseas travel entitlements for Presiding Officers [the Speaker and Senate President], subject to consultation with the Prime Minister," it offered, before making it perfectly clear the prime minister barely needed to be consulted at all.

"Since 1996, the Presiding Officers have determined their own overseas travel arrangements to a maximum of five overseas visits, accompanied at official expense by a spouse and staff member, in each financial year.

"The Prime Minister's concurrence with each visit is necessary under the Parliamentary Entitlements Act 1991 but the practical effect has been that the Presiding Officers themselves determine their overseas travel arrangements....."

The Speaker's spouse should not have been concerned about being left at home on all that undefined official domestic business, either.

"Presiding Officers' spouses have an unlimited entitlement to accompany the Presiding Officers on official business within Australia," the brief advised, merrily.

The matter of providing hospitality in the Speaker's splendid suite and gorgeous courtyard, however, came with a stern warning, possibly because journalists lurk the corridors and might hear the pop of champagne corks.

"Official hospitality and representation activities are areas of higher risk in terms of perceptions of misuse and may be subject to extensive external scrutiny because they involve the use of public money," the brief cautioned.

"In considering whether to approve hospitality, an important consideration is whether the arrangements would survive critical public scrutiny."

Kafka himself could hardly have devised a more perfect approval process.

"Official hospitality must be approved in advance by the Senior Adviser to the Speaker, or, for hospitality including the Senior Adviser, the Speaker," it said.

Will the new Speaker's brief be any tighter, with all the current hullaloo?
