The Baird government will cut $20 million from environment agencies this year in an "efficiency" drive, with National Parks and Wildlife and the Royal Botanic Gardens among the hardest hit.

The latest efficiency cuts come on top of $60 million already stripped from the environment department over the past three years.
Australia's largest bush walking group, the National Parks Association, said the impact can be seen in national parks, where rangers have become scarce.
"Rangers are not as visible because they are spread too thin. They are more likely to be behind the desk or cleaning toilets," said the association's chief executive, Kevin Evans.
Mr Evans is concerned at the long-term impact of knowledgeable staff leaving the national parks service and not being replaced.
"The science team has been significantly reduced, with a 30 per cent reduction, and this will impact on fire and feral animal programs," he said.
The Office of Environment and Heritage, which includes the national parks, has been told to cut $15.5 million to meet this year's "efficiency dividend". The office has already cut $41 million over three years.
The Australian Workers Union state secretary Russ Collison has written to Premier Mike Baird and Minister for Environment Mark Speakman, seeking a meeting over concerns the cuts will impact on public safety measures such as fire hazard reduction.
AWU co-ordinator Paul Noack, who represents 700 national park field officers, said the service had "the best record in the state" for remote fire fighting after a lightning strike, but this work was being put at risk as the department refused to fill vacant positions, or replaced trained permanent staff with temporary workers.
"If there are cutbacks to field staff there are less people to fight fires. They also play a key role in search and rescue in national parks," said Mr Noack.
A memo issued to NPWS staff in June shows last year's efficiency cuts were achieved through voluntary redundancies, and the service would next seek to increase park and camping fees, outsource park maintenance and raise money through leasing buildings to businesses.
Labor's environment spokeswoman, Penny Sharpe, said: "There is no environmental agency in NSW that has been left unravaged by the $80 million efficiency cuts made by the Baird government."
"The impact can be felt in every corner of NSW, with the department rushing to raise fees and charges on access to national parks, the commercialisation of public space and the loss of specialist skills and scientific knowledge through staff cuts."
The Botanic Gardens must cut $1.14 million this year, on top of $2.8 million in efficiency cuts made over the past three years, while the Zoological Parks Board has to find another $1.2 million, after $2.9 million in previous cuts.
The Environment Protection Authority will have seen $5.4 million in "efficiencies" stripped from its budget over four years.
A spokeswoman for the Office of Environment and Heritage said $1.66 billion would be spent on NSW's environment this year.
"The NPWS strives to provide the best conservation, park management and visitor outcomes for the people of NSW. NPWS field officers continue to fulfil a key role in meeting these objectives," she said.
