Hilltops Council administrator, Wendy Tuckerman, on Monday announced three Local Representative Committees (LRC’s) will be established; one each in Boorowa, Harden and Young.
The committees consist of both former councillors and interested community members.
But it’s not been without a hint of controversy for Young.
With former mayor Brian Ingram as chair, the Young Local Representative Committee includes former deputy mayor Ben Cooper as well as Sandy Freudenstein, Brian Mullany, Tony Wallace and Stuart Freudenstein.
The committee members were advised of their appointments by Mrs Tuckerman on Friday, while former councillors John Walker and Allan Miller were told they had missed out.
The reason given for their non-inclusion related to, according to Mrs Tuckerman, the fact both former councillors had been referred to the Office of Local Government for review for potential code of conduct issues.
This was news to both local councillors.
Both Mr Walker and Mr Miller said they had made numerous calls attempting to get clarity on exactly what the potential Code of Conduct issues were.
Mr Walker said he was shocked he was not told earlier.
"Surely the person affected should be the first person told," he said.
Mr Miller said it was possible the potential Code of Conduct issues related to an earlier investigation by council about the leaking of information to the public about monies owed to the council by former general manager Peter Vlatko.
"But that was five months ago and nothing was said - I just thought it was another waste of council money," he said.
He said Hilltops Council's interim deputy general manager David Aber was expected to provide him with more details of the issues on Tuesday.

“The three Local Representative Committees (LRC) and an Implementation Advisory Group (IAG) will play a key role in making the new council a success by assisting me in the decision making process,” Mrs Tuckerman said.
“These arrangements have been put in place to ensure effective implementation and continued local representation until local government elections are held in September 2017," she added.
A combined meeting of all three Local Representative Committees and will take place at the Hilltops Council, Young Chambers on Thursday, June 9, 2016 at 5pm.
