Boston Consulting Group has repeatedly told Fairfax Media the report was completed in 2015, well before the police raids were conducted on Australian Careers Network on April 12 to 13 this year.

But TAFE NSW has now confirmed the report was completed this year.

Documents obtained by Fairfax Media reveal the contract for the consultants' report was signed by TAFE on April 12 this year and by Boston Consulting Group the following day, on April 13.

Greens MP David Shoebridge asked for information about the cost of the report and the brief TAFE gave to Boston Consulting, but was denied access based on Boston Consulting Group's objection to the release of the information.

However, on Wednesday TAFE NSW released documents showing it paid $90,750 for the report.

In an email sent to Mr Shoebridge on Tuesday TAFE NSW said the report "was produced in 2016" and not in 2015 as earlier claimed by Boston Consulting Group.

Mr Shoebridge said it appeared Boston Consulting backdated the controversial report on the state of vocational education and training in NSW to avoid criticism for referencing the disgraced Australian Careers Network as a potential competitor to TAFE.

"When Boston Consulting was facing criticism for including [Australian Careers Network] in its report they responded by saying the report was written in 2015, which was before ACN was raided by the Federal police," he said.

"We now know that response was untrue, Boston Consulting weren't even contracted to write the report until April 2016.

"If a report is written in 2016 it's deeply misleading for Boston Consulting to tell the public that it was written in 2015."

Mr Shoebridge said the state government was increasingly reliant on partisan consultant reports to drive its political agenda.

"And we can see from this example how deeply flawed these reports can be," he said.

"It's hardly news that the Baird Government has relied on a biased report to support its privatisation plans. What makes this case unique is that we now know the report was backdated."

NSW Teachers Federation president Maurie Mulheron​ said the Boston Consulting report was "an appalling waste of money for a flawed and inaccurate report at a time the state government was cutting funding for TAFE and charging students".

NSW Skills Minister John Barilaro declined to comment, referring media inquiries on the subject to TAFE, which his office has emphasised commissioned the Boston Consulting report.

A TAFE NSW spokesman said: "TAFE NSW confirms that the report The NSW Vocational Education and Training market and TAFE NSW's competitive position within it was produced in 2016.

"As is plain from the opening text of the report, it contains a summary of analysis from work the Boston Consulting Group was engaged by TAFE NSW to perform in 2015."

A spokeswoman for Boston Consulting Group said TAFE NSW engaged it in January 2015 to analyse the vocational education and training market in NSW.

"In March 2016, TAFE asked us to prepare for public release a summary of the analysis from  this work, which we did," she said.

"This document was intended to assist TAFE NSW in responding to changes in the sector by providing an independent analysis of its position in the NSW VET market and estimates of how that may affect its future."
