Emergency services were called to Pittwater, near Clareville, just before 2.30pm with reports a boat and a yacht had collided.
The skipper of the boat, an elderly man whose age is not yet known, was seriously injured in the crash, police said.
Witnesses and police from the Marine Area Command attempted to resuscitate the man, but he died at the scene.

Paramedics also attended, with several ambulances sent to a wharf in Clareville.
It is understood the man may have suffered a "medical episode" prior to the crash.
Police said an investigation into the man's death would determine this.
A report will be prepared for the Coroner.
