Council General Manager Anthony McMahon said the council has listened to requests from the public and social media commentary regarding the public wanting the pool "covered" or "heated".

"Council is aware there has been debate over a number of years about whether or not a heated pool should be provided in Young and we are hopeful that by building on previously gathered information and having an evidence-based discussion in the community a decision one way or another can be made," he said.

"The feasibility study would seek to identify different options for the pool, the costs associated with each for any necessary construction and also ongoing operating and maintenance costs.

"It would also look at the funding options and any potential utilisation impacts. 

"By allocating funds to the pool project Council is signalling we want to undertake improvements but we need to do more work with the community on exactly what those improvements are."

Young Swimming club president Felicity Bell said the pool would be of better use to the community if it were open all-year round.

"I know it's a tricky situation to solve but we have run surveys of our members and we think it would not only be the swimming club that would use the pool all year if it was covered or heated," she said.

"This is not just about the swimming club, this would benefit the entire community, having a heated or covered pool would also help the schools with carnivals and learn to swim classes. 

"An indoor heated pool that could be used in conjunction with the outdoor pool could also be looked at, but we know that could cost prohibitive."

Mr McMahon said the feasibility study would also look at cost recovery.

"The reality is that the options are either recovering costs from users, recovering costs from a catchment in the community, recovering the costs from the whole community or giving something else up to divert funds for a pool upgrade," he said. "Any improvement in service level is going to cost more and if we are talking about a heated pool a lot more. We need to be informed on what the true long-term costs are and whether there is a willingness in the community to pay or give something else up."
