The 58-year-old Shearing Contractor said the new council should have a team approach and be committed to making well informed and responsible decisions.
"I am standing as a candidate for the Hilltops Council because I believe I still have a lot to offer our community. I am committed to serve with passion and dedication and to make well informed and responsible decisions," he said.
"One thing I learnt from making those hard, responsible decisions on the former Young Shire Council was that they were not always popular with some members of the community, but I didn't stand for the council to be popular. I stood to be part of a team that would endeavour to see our region grow stronger.
"I now stand to be part of a team that would see council deliver an increased level of service to the community, to develop strategic policies and procedures that would enable our community to expand from within, as well as attract new industry and employers to our region."
Mr Ingram said he would fight for the improvement of our rural road networks, and to improve facilities for our youth and sporting organisations.
"I want to be part of a team that'll advocate to the State and Federal Government for our needs, as Local Government relies heavily on Grant Funding to finance major infrastructure projects," he said.
"I still have the passion, commitment and enthusiasm to be part of a team that keeps working towards making the Hilltops Council region a stronger, more vibrant and attractive place to live and do business.
"I want to help make it a region where we can retain our youth and offer them opportunities so they can enjoy the benefits of living in a regional area."
Mr Ingram said the process of amalgamation has brought with it issues of great complexity that will need to be addressed by the incoming councillors.
The former Young mayor said his work and life experience would make him a formidable member of the Hilltops Council if elected.
"I was part of a very forward thinking Council from 2012 until 2016," he said.
"Although there were issues and projects still to be completed, it was a council that was committed to making our community stronger. I feel the experience that I gained during that term will hold me in good stead to be a strong advocate for the Hilltops region."
