The former Australian Opera singer has a degree in planning and heritage conservation and says his skills will give him a unique insight into technical engineering and planning matters and an understanding of arts proposals.
The Young local said Council should use the $15 million from the amalgamation to put in place much-needed infrastructure.

"We need to build the tourist industry by providing unique places to visit, and Council should enhance the beauty of our towns, villages and country scapes," he said.
"By doing this Hilltops residents will benefit from better roads, from increased business activity, and, for example, better amenities like a new library for Young, improved parklands in Murrumburrah and Young, upgraded historic places and sites.
"I want Council to have an effective voice on wider issues such as transport infrastructure, environmental issues, trade: I want Hilltops to be a voice for rural communities."
Mr Kinsela said if he is elected the Council will be efficient and have thoughtful planning.
"We need to move while thinking long-term," he said.
"I am keen on heritage from Jugiong to Bribaree. But valuing heritage does not mean rigidity; it means using the unique character of local styles and materials, adapting buildings to exploit the personality of our district for tourism: heritage makes money."
Mr Kinsela said he would like to see the Council get to work.
"If I am elected to the Hilltops Council I think we should plan a truck by-pass in Young, plan re-planting and refurbishment of the Young showgrounds, and have a beautifully designed new Young library with good wi-fi," he said.
"I think it is important to sort out the storm and flood drainage problem in Young, spruce up signage, identify monitor and repair 'soft spots' on roads throughout the region, get the trains running again, ideally with passenger facilities, have sports facilities with amenities for spectators, and do a sensitive upgrade to the Young pool surrounds."
