Captain Masters entered the Royal Australian Navy in 1988 as a Midshipman to commence training as a Seaman Officer.
After initial entry and navigation training he was promoted to Sub-Lieutenant Promotion to Lieutenant followed in 1994 and in 1996 he was posted to HMAS Watson to undertake the Principal Warfare Officers’ course. On completion he was posted to HMAS Perth before proceeding on a two year exchange posting to the Royal Navy in late 1998 serving in HM Ships Brave and Norfolk and was promoted to Lieutenant Commander in 2000.
On return to Australia in 2001, he was posted to the Directing Staff for the Principal Warfare Officers’ course before being posted to HMAS Darwin as the Executive Officer (XO) in 2003. On completion of his tenure as XO, he was then posted to the Australian Command and Staff Course in 2005 and in 2006 was promoted to Commander and posted to the Air Warfare Destroyer project. In April 2007, he was selected as Commanding Officer of HMAS Stuart (FFH 153) of which he assumed Command in August 2008. During his Command Stuart was operationally deployed to the MEAO as part of Operation Slipper. On leaving Stuart in May 2010, he assumed the role of Operational Requirements Manager for Major Surface Ships in the DMO.
Promoted to Captain in 2012, he assumed the role of Director DDG Capability Implementation Team, responsible for the coordination of Fundamental Inputs to Capability elements required for the Transition into Service of the Hobart Class DDGs. In 2015, Captain Masters was posted to the Capability Development Group as Director Surface Combatant Systems where he was responsible for the progression of capabilities relevant to ship combat, weapon, communications, and support systems through to Government for acquisition by Defence. This role subsequently changed under the First Principles Review to become Director Navy Systems within Navy Capability Division.
In 2018 Captain Masters joined the Force Design Division as Director Force Options Development. Key roles associated with this position are the development of program options to address Gaps or Opportunities within the Current and Future force as well as supporting the Capability Manager (CM) development of Joint Capability Needs Statements (JCNS).
Captain Masters holds a Bachelor of Arts degree in Strategic Studies, a Masters degree in Management Studies (Project Management) and a Masters degree in System Engineering, Graduate Diplomas in Management and Information Management and a Graduate Certificate in Maritime Studies. He is a member of the Australian Institute of Project Managers (AIPM).
