Deputy Premier John Barilaro and Member for Cootamundra Steph Cooke announced the funding would be given to the council from the state government’s Regional Cultural Fund to go towards a library and cultural precinct in Young.
But Mr Statdmiller said spending the money on roads in the Hilltops region and especially in Young would have been a better way to use the funds.
"Roads are in issue in the three shires that make up the Hilltops it has been acknowledged that Young has the worse roads out of the three, " he said.
"We don't really know if this money is being well spent because all we have seen is a very early concept plan, nothing too detailed that would see if we are getting bang for the buck and there has been no cost-benefit analysis done to my knowledge either."
