Building and landscape designs were included in a report endorsed by Hilltops councillors at council's June meeting on Wednesday at Harden.
The facility will be located on Young High School grounds and will face Carrington Park.
The building will be two-and-a-half levels with areas of exclusive use and areas of shared use between the public and the school.
The landscape design proposes a "pedestrian boulevard" to connect the facility through Carrington Park to the street.
It also says that the existing car park at Carrington Park would be upgraded to provide "32 dedicated car parking spaces".
The next step of the project is for council to lodge a state significant development application in coming months.
At Wednesday's meeting, eight councillors voted for the recommendations while two voted against.
"It's state-of-the-art, it's a once opportunity for the Hilltops, once in a lifetime to a get a beautiful facility that's proved beneficial and advantageous around the world. This will help put Hilltops on the map," councillor John Horton said at Wednesday's meeting.
"This is an excellent project," councillor Tony Wallace said.
"I agree, it's going to be a fantastic asset not only to Young but the whole of Hilltops and southern NSW," councillor Greg Armstrong said.
This will help put Hilltops on the map.

Councillors also acknowledged to spend $6.5m on the project, and agreed with ongoing costs associated with council's tenancy in the facility of $70,000 per year for the first four years.
The joint use library building will feature a variety of reading areas, video conferencing facilities, a multipurpose workshop, a computer lab, a youth wellbeing hub, a coffee bar and a Wiradjuri learning and cultural centre.
Building and landscape designs are subject to variation, the report said.
Main construction works for the library will begin by mid-2020 following planning approval, and is scheduled for completion by mid-2021, council said in a statement.
The endorsed designs are now available to view on the School Infrastructure NSW project website, and council is inviting residents to school and local community information sessions on Thursday, July 4 to find out more about the project.
Two sessions will be held at Hilltops Council (Young) from 12pm to 2pm and 6pm to 8pm.
One will be held at Young High School from 2.30pm to 5.30pm.
