Mr Rowland fills the temporary role following the departure of former general manager Edwina Marks. He will have the position until it is filled permanently in the new year.
Mr Rowland joined Hilltops Council in March this year as the acting director of sustainable growth.
This position includes reviewing the council's approach to planning and overseeing the development of new strategic plans for the organisation.
He has more than 20 years experience in planning and management, predominantly in the public sector, and worked over a decade in local governments in NSW and Queensland.
He's fulfilled a range of senior management roles in NSW and Queensland state governments running statewide programs and regional offices.
Hilltops mayor Brian Ingram on Thursday announced Mr Rowland's appointment following an extra-ordinary meeting of council on Wednesday afternoon.
"Council endorsed David Rowland be appointed acting general manager and be granted necessary delegations to carry out that role until such time Hilltops Council recruits a full-time general manager," mayor Ingram said.
Applications for the position close December 9, 2019, with interviews expected to begin before Christmas.
The recruitment process should be finalised in early 2020.
