In a statement this week, council said the delivery of the project had been delayed due to water flow into the Blackett Avenue section of the reconstructed pavements.
This caused some sections of the road to soften and require replacement.
Council estimates that the repair works will be completed within two weeks with the intersection opening to traffic upon completion.
"We apologise for the inconvenience this delay has caused residents and motorists. Our road crew are working hard to have this project completed as soon as possible. The delay was beyond our control and needed to be addressed before we could safely open this section of road to the public," said Hilltops general manager Anthony O'Reilly.
"Please continue to exercise caution and take note of traffic control in the area while we complete the final stages of this project."
In a post on its Facebook page during January this year, Hilltops Council announced traffic restrictions at the intersection.
"Commencing Tuesday, January 28, 2020 the intersection of Blackett Avenue and Iandra Street Young will be closed to traffic. This closure will allow council to reconstruct the intersection to improve safety," the post said.
At the time, council said traffic diversions would be in place for approximately one month.
Diversions are still in place and temporary traffic lights are managing traffic.
