A December quarterly budget review identified proposed adjustments to Hilltops Council's capital program in an effort to reflect "current realistic financial expectations".

The adjustments were adopted without change by Hilltops councillors at last week's February meeting.

The review includes a $14.4 million net decrease for roads infrastructure works across the Hilltops.

Millions of dollars worth of works on bridge upgrades, including Wambanumba, Spring Creek, Cudgells Creek and Haddons Creek bridges, have been deferred until at least 2021/22.

All four of the projects mentioned above are now scheduled to be completed during the next financial year, according to the budget review.

"The $19,267,231 reduction to the capital program recognises council's limitation to deliver $66,077,741 of projects in a single year. The value of the reduction primarily represents programs deferred to future years after a review of the scoping and timing requirements for each of the individual projects," the document prepared for councillors says.

General manager Anthony O'Reilly said it was an extensive review.

"As discussed at the briefings what you see before you is an extensive review of our capital program and some review of the operational program. It is part of the strategy to be able to moderate how much work we can actually do particularly in the capital space by moderating and planning for it," general manager Anthony O'Reilly said.

Council staff ensured councillors that projects funded by grants would not be implicated by the deferral.

"One of the key things we looked at was the expiry of the grant funding. What we have deferred we have ensured that we can still continue to deliver," councillors were told by staff at the meeting.
