Mr Niven has served on Hilltops' neighbouring Weddin Shire council for the past 17 years, but a move to Young in 2017 has placed him in the running for Hilltops Council this September.

Mr Niven, 74, grew up in Eugowra and after leaving school in 1963 worked as a shearer.

In 1972, he moved to Canberra and worked in communications in the department of foreign affairs.

After 12 years in the Australian capital, Mr Niven moved to a 220-acre property at Bimbi in 1984.

The property expanded when he bought a further 430 acres in 1990 and 800 acres in 2002.

He sold-up in 2017 and moved to Murringo Road, next to Grove Estate Wines, where he lives with his wife Christine.

"We both enjoy being part of the community and the Farmers Market family," Mr Niven said.

"I founded the Weddin Border Leicester stud in 1991 and help the current owner Ned Mullany with selection and management."

Mr Niven said he'd push for a heavy vehicle bypass around Young.

"I would bring a practical, business like approach to Hilltops Council and have no idea why a heavy vehicle bypass for Young is not being investigated.

"I have no doubt amalgamation with rates harmonisation is unfinished business and poses a hard slog."

Hilltops residents will go to the polls on September 4.

Nominations close for candidates on August 4.
