Council earlier in the week was conducting line cleaning after a number of complaints from the public regarding a dirty water supply, and identified the source from one of the reservoirs at Goldenfields Water.
Goldenfields Water, Hilltops council's water supplier, issued a statement on Friday saying an incident had occurred and the source of the discolouration was located to a single reservoir.
"Water quality results from the reservoir at the time of the incident indicates that the water may have been disturbed via external factors which resulted in elevated levels of suspended solids," Goldenfields Water said in a statement.
It said water quality on Friday is "good quality" and on Thursday was "within normal operating parameters".
"We assure residents that their tap water is safe to drink despite being discoloured," council said on Friday.
Both council and Goldenfields Water are working together to create a temporary bypass of the reservoir.
"This is a temporary measure that will allow a clearer supply to the affected areas," council said.
Goldenfields Water say they will empty and inspect the reservoir to "ensure no future concerns will be incurred" from the supply.
Council apologised for any inconvenience.
