Young Fire and Rescue responded to the blaze on Gordon Street about 10.50pm on Monday, September 2.
According to police, the occupant, who was asleep, woke to the fire and escaped by jumping through a window.
Police say neighbours attempted to fight the fire with garden hoses before fire crews arrived and extinguished the fire.
"The spread of the fire was minimised by a resident's quick action with a garden hose which helped slow the fire. All residents self evacuated with one being transported to hospital with minor injuries," Young Fire and Rescue said in a statement on its Facebook page.
The unit was completely destroyed, police say.
The site was handed over to police who started an investigation.
Detectives and crime scene investigators attended the address.
Police swiftly arrested the 18-year-old about 11.20am on Gordon Street on Tuesday, September 3.
He was charged with malicious damage by fire with intent to cause injury, malicious damage by fire, and common assault.
He appeared before Magistrate Michael O'Brien at Young Local Court briefly on Tuesday afternoon before he was referred for a health assessment.
He was then taken to Goulburn Police Station where he remains on remand.
The matter has been adjourned to Goulburn Local Court on Thursday.
