The Blues successfully chased Temora's innings of 154 with the loss of eight wickets in the competition's semi-final at Cranfield Oval on Saturday, thanks largely to Powderly's half century.
Entering the crease after the fall of an early wicket, Powderly hit seven fours and one six on his way to guiding his side to victory in the 30th over.
He was the only batsman to contribute more than 20 runs with the Blues at one stage reeling at 4-55.
Number 10 batsman Brendan Croese (14 not out), after earlier picking up 3-22 off seven overs, combined with Powderly for a 25-run stand which secured the win.
Batting first, Temora struggled early losing four quick wickets as Blues' new-ball bowlers Sam Davis (3-46) and Phil Dearden (2-21) ripped through the visitors' top order.
Peter Stimson (27) and Artie Stacey (32) showed some resistance and Sam Elwin (28) provided late hitting to get Temora to a score above 150.
Croese (3-22) and Josh Platt (2-27) also finished with multiple wickets.
The result means the Blues now face off with Cootamundra Crusaders who automatically qualified for the grand final after claiming the minor premiership.
The decider will be played at Cootamundra's Albert Park this Saturday afternoon, March 7.
Meanwhile, Shamrock Hotel defended 113 against Criterion Hotel Gunners to progress to the division two grand final.
In the second semi-final, Burrangong claimed a four-wicket win after bowling Stockinbingal out for 146.
The division two grand final is scheduled to be played at Fisher Park, Cootamundra.
