Mullins was honoured at the Young Sports Advisory Committee dinner and awards presentation on Saturday night at the Young Golf Club.
A former Young Cherrypickers junior who represented Group Nine, Mullins won two premierships and played 221 first grade games for Canberra Raiders, Sydney Roosters and Leeds Rhinos between 1990 and 2002.
Starting as a winger at the nation's capital, Mullins developed his game and was given an opportunity at fullback in 1994 and he quickly became known as the most exciting player in the game.
He went on to win a Dally M Fullback of the Year award, play seven State of Origin matches, eight Tests for Australia and score 126 tries in 221 first grade games.
"I'm very appreciative for what Young has done for me in my career and as a child growing up here in Young," he said on Saturday night.
He told young athletes at the sports awards to listen to coaches and people who have "been there" before.
He explained that he took a lot for granted during his career and relied heavily on his natural ability.
"I didn't put too much into my training and dedication to the sport. I was lucky enough to get through on my natural ability which only took me so far," he said.
"To be the best in your chosen sports like Billy Slater and Darren Lockyer, who had prolonged careers for 13 years or more, they were really dedicated to what they've done.
"Really look after yourselves and listen to people who have been there and done it."
Sports Advisory Committee secretary Steve Brill said the Hall of Fame "recognises the contribution of individuals who have achieved high distinction as players in their chosen field, awardees can be outstanding and long-serving coaches, administrators or umpires".
"It is expected that inductees have contributed to development of sport in the region and promotion of the Young region in their sporting commitments," he said.
As part of the induction Mullins will have a plaque in his name erected within Young's sporting precinct.
It's known as the Walk of Fame and can be viewed on Marina Street.
