Hilltops mayor Brian Ingram voted in favour of the recommendation which was to refuse the new road from being called Cherry Blossom Close.
The recommendation prepared for councillors states that the proposed street name, Cherry Blossom Close, be rejected because it is "already in use by an existing commercial business within the Hilltops Local Government area".
It went on to say "such use could be construed as having a commercial interest in the existing business".
The report refers to the Cherry Blossom Motel in Young.
When it was put to a vote at July's council meeting on Wednesday last week, five councillors voted for the recommendation and five voted against the recommendation.
Mayor Ingram then had the casting vote.

"I voted for the recommendation the first time and I'll vote for it again a second time, the recommendation is carried," he said.
Councillor Greg Armstrong and councillor John Walker questioned the recommendation.
"I really fail to see the connection seeing as there's plenty of different towns and villages," Cr Walker said.
"I think to be perfectly truthful it's nonsense, we wouldn't have Powderly's Road, we certainly wouldn't have Normoyle Crescent and any number of other roads and streets located in and around the towns and villages of Hilltops. It's a non-argument entirely," Cr Armstrong said.
The reports states "commercial and business names shall not be used, particularly where the name can be construed to be promoting the business. However, business names no longer in use and which promote the heritage of an area are acceptable".
The applicant of the subdivision must now submit three alternative names.
The names must satisfy the guidelines established by the NSW Geographical Names Board - acceptable road names manual.
The subdivision was approved in 2015 and is close to finalised, the report states.
The new road will come off Bendick Murrell Road.
