A meeting was held between the clubs and Central West Rugby officials last week and a target for a July 18 return was set, Yabbies president Ces Finley said, depending on state government public health orders.
Mr Finley said the consensus for the Southern competition, which includes the Yabbies, would be one full round of seven games and an eight team semi-finals system, which would take the competition through to September.
However, despite Young's players remaining enthusiastic, he said there's concern from the Yabbies regarding crowds.
"I think all clubs are thinking if there's no crowds, there's no play," Mr Finley said.
"From a bush rugby perspective we want community involvement and certainly crowds. If there's no crowds, with bush rugby being amateur, it'd be a drain on resources."
NSWRU said it will continue to review the situation.
