The youngster trained by Christopher Bootsma at Yerong Creek proved too good for his rivals to secure the silverware in the day's feature event.
He stopped the clock in a slick 20.22s, edging out local race favourite Classy Lee for Vicki Prest and Every Chance for Lorraine and Jack Roy of Wallendbeen.
Tommy Rockin' only just secured a spot in the final field after running fourth in his heat one week earlier.
However, he smashed his qualifying time (20.70s) out of the park while registering the first win of his career in the $500-to-the-winner Final.
He started well from box two and shot to an early lead while Classy Lee was held up in traffic from box seven.
Despite Classy Lee storming home late, Tommy Rockin' managed to hold on and triumph at $5 odds at the track.
Meanwhile, Gregory and Barbara Katon of Jerrawa, near Yass, picked up the trainer's honours with two winners on the day.
Sparky Parker won the Nick Apps Earthmoving Stakes (347m) to chalk up his third win of his career. The three-year-old won by three lengths from Barry Church's-trained Thai Beauty, while Dana Mousey ran third.
Their second winner came in the last race on the day which was won by Volkey. It was a close contest with Volkey edging out kennelmates Banquet Dynasty and Bender Banquet for trainer Gillian Apps.
London Tom for Jack and Lorraine Roy set the fastest time over 347m with victory in race five in 19.94s.
