A request for a "call for papers" was made by Shadow Minister for Western NSW Mick Veitch MLC and was granted by the NSW Legislative Council during June.
Two-hundred boxes will be available for the public to view once NSW Parliament reopens when COVID-19 restrictions ease.
Members of Parliament only have access to the remaining documents.
Mr Veitch MLC said he was surprised by the amount of documents in the return.
"It's a very big call for papers. There's 200 non-privilege boxes in what we call the return. That's astounding, I'm flabbergasted, it doesn't make sense. I'm just not sure what is there yet until I've read all the documents," Mr Veitch said.
"There's not only 200 non-privilege boxes there's also 70 privilege boxes. These are documents that only MPs can see.
"I'm slowly making my way through them. It's an extraordinary return I don't know why there's so many documents. To be fair, it's caught everyone by surprise."
Mr Veitch said other recent "call for papers" resulted in a return of 20 to 50 boxes of documents.
Most of the papers relating to the Young High School Joint Use Library and Community Facility have been lodged from the NSW Department of Education and the NSW Department of Planning.
"It's an important process. It's important the upper house goes through all the documents," Mr Veitch MLC said.
Young residents will have access to the 200 boxes once NSW Parliament reopens when COVID-19 restrictions ease.
